About Bylaw Help
Bylaw Help was created to give British Columbia residents plain-language guidance on local government bylaws and enforcement. Local government regulations can be confusing, and the goal of this site is to make them understandable and actionable for everyday citizens.
Through Bylaw Help, you’ll find:
Bylawpedia articles explaining key bylaws and enforcement topics
Blog posts and case studies summarizing notable legal cases
FAQs and tip sheets on dealing with bylaw enforcement problems the average person may encounter
This site is designed for the public and focuses on helping you understand your rights, obligations, and options when facing bylaw matters.
About Michael Tillmann
When Michael founded Bylaw Help, he brought years of experience in regulatory compliance and bylaw enforcement. He spent nearly a decade as a bylaw enforcement officer in multiple municipalities in BC and Alberta, handling everything from animal control and parking enforcement to unsightly premises and licensing compliance. Michael also contributed to drafting bylaws, policies, and procedures, giving him insight into both the creation and enforcement of municipal regulations.
In addition, Michael still works as a regulatory consultant, assisting local governments with bylaw drafting and legislative interpretation, while also maintaining expertise in administration, investigations, and public communication.
Michael holds a Diploma in Police & Justice Studies from Thompson Rivers University and has completed multiple professional courses from the Justice Institute of British Columbia in investigations and enforcement.
